The Optimist Club of Frederick joined with Optimist International to honor members of local law enforcement who, through their work with youth embody the Optimist motto of – “Friend of Youth.”  These individuals, either as part of their daily work assignments or during off duty time, work with the youth of Frederick County to encourage peace and harmony within our community.  This year’s honorees are both members of the Frederick County Sheriff’s Department and were nominated by Captain S. E. Hopkins, Patrol Operations Commander.

2004 honorees were Deputy First Class Todd Crum and Lieutenant Gary Morton.  Both were nominated to recognize them as Explorer’s Program Leaders.  As stated by Captain Hopkins in his letter of nomination, “The Explorer’s Post 1218 was started in 1992 by Deputy First Class Todd Crum assisted by Lt. Gary Morton.  DFC Crum is the senior advisor and Lt. Gary Morton is the assistant post advisor and handles all the financial issues.  The Explorer Post is comprised of youths 14-21 years old who have an interest in future public safety careers.   The post meets every Tuesday night during the regular school year from 7:00-10:00 p.m.  It currently has 12 Explorers and it’s own rank structure.  There is a Lieutenant, a Sergeant, two Corporals, and the rest are Explorers First Class. 

Some of the criminal justice topics in which the Explorer’s train and study are the procedures of Traffic Stops and Building Searches; Criminal and Civil Laws; Domestic Violence Issues and Community Policing Strategies.  All members are also certified in Basic First Aid and CPR, and some have received certifications in Community Policing Practices and conducting Home Security Inspections.

Post 1218 has won three Governor’s Awards for Crime Prevention, as well as the Richard Compstock Post of the Year Award in 1994 – the highest honor bestowed on a post.  The post has also been honored with the Quality Unit Award for the last 12 years.  Several graduating members have moved on to Law Enforcement or fire careers in the Sheriff’s Office and surrounding jurisdictions.  The latest award given Post 1218 was 1st Place in the 2003 Felony Traffic Stop Competition in Baltimore County.

It has been through the hard work of DFC Crum and Lt. Morton that the integrity of this program has advanced each year.”

In addition to the two officers, the Optimist Club of Frederick also acknowledged the positive law enforcement activities of Explorer’s Post 1218 which through its activities encourage peace and harmony within our community. 

Officers Crum and Morton and Explorer Lieutenant, Aaron , were each presented with a plaque, a Respect for Law lapel pin, and a certificate of appreciation.

In addition, the wives and families of each honoree was recognized for their willingness to share their husbands’ precious time with the Explorers and, thus, with the Frederick County community.  Each of the wives present were presented with corsages of thanks.
